I am told I that if I can set up DMARC etal for my personal server (running on a Mac mini using stock OS X Server), good things could happen, so I'm curious what I have to do to get that thought moving toward reality.

As for the support available at least as far as Server.app 4: none. No support.
It'll probably be easier to replace OS X Server with something else that already has support, and even then you're wading through more than a little setup. Because you're going to be getting more than a little experience with the command line and Postfix, whichever way you go here.
What support for DMARC is provided by email services under OS X Server?
